Institutional Role

As the highest judicial authority within the system of courts of general jurisdiction and commercial courts, the Supreme Court of the Russian Federation ensures the uniformity and coherence of judicial practice across the country.

The Court performs coordinating and supervisory functions within the judicial branch. By generalizing judicial practice and analyzing judicial statistics, it identifies trends in the application of legislation and promotes the consistent interpretation of legal norms throughout the Russian Federation.

A key mechanism for ensuring this uniformity is the work of the Plenum of the Supreme Court. Through its resolutions, the Court provides clarifications on issues arising in judicial practice, thereby contributing to predictability, legal certainty, and the coherent application of federal legislation.

In this capacity, the Supreme Court plays a stabilizing role within the legal system. It supports the consistent functioning of courts across the territory of the Russian Federation and contributes to the development of judicial practice in accordance with constitutional principles and federal law.

The Supreme Court can be understood not only as the apex court for civil, criminal, administrative, and commercial matters, but also as the central institution responsible for maintaining coherence and uniform standards within the national judiciary. Through its interpretative powers, it plays a quasi-legislative role in shaping the application of laws and stands as a cornerstone of the Russian system of state authority.
