Born in 1957 in Andijan, Uzbek SSR (now the Republic of Uzbekistan).

Graduated from the F.E. Dzerzhinsky Kharkiv Law Institute in 1986.
From 1986 to 1987, he worked as an investigator intern and then as an investigator at the Safonovo Interdistrict Prosecutor's Office in the Smolensk Region.
From 1987 to 1991, he was a judge of the Safonovo City Court in the Smolensk Region.
From 1992 to 1999, he was a judge of the Smolensk Regional Court.
Since 1999, he has been a judge of the Supreme Court of the Russian Federation.
Since 2005, he has served as chairman of the panel of rapporteurs of the Presidium of the Supreme Court of the Russian Federation.

By Resolution of the Federation Council of the Federal Assembly of the Russian Federation dated November 12, 2008, he was approved as a member of the Presidium of the Supreme Court of the Russian Federation. By Resolution of the Federation Council of the Federal Assembly of the Russian Federation dated June 18, 2014, he was appointed Deputy Chairman of the Supreme Court of the Russian Federation - Chairman of the Judicial Collegium for Criminal Cases, effective August 6, 2014.
He is the author of the monograph "Resumption of Criminal Proceedings Due to New or Newly Discovered Circumstances: Theory and Practice of Correcting Miscarriages of Justice" (M. Yurait, 2011), the scientific and practical manual "Review of Court Decisions in Criminal Cases by Supervisory Appeal" (M. Voltere Kluwer, 2006), and more than 60 other works on criminal law and criminal procedure.
By Resolution of the Federation Council of the Federal Assembly of the Russian Federation dated March 25, 2020, No. 100-SF, he was appointed Deputy Chairman of the Supreme Court of the Russian Federation - Chairman of the Judicial Collegium for Criminal Cases.
